I'm not so concerned with the can thing, because the 'victims' are those who stubbornly refuse to acknowledge the reality of the situation or modify what they're doing in any way. Sorry, guys, but your learning curve seems real flat.
It seems, however, that a corp who doesn't give a blankity-blank about their sec rating could do very well offering ninja-spanking services to miners in high-sec areas... if we did not have higher priorities, I'd consider doing it myself.
Instead of ninja loot, ninja run, it would be escort-splat-ninja, escort run from Concord for 15 minutes. If you started doing THAT, you would
1) fine keep using your gd spacejunk to mine if you REALLY MUST.
2) provide some target (and evasion!) practice for some combat pilots.
3) Demonstrate once and for all how utterly useless and redundant CONCORD is, having no place in a PvP game flying around in enough battleships to make Admiral Tarkin envious.
However, *even* if you're pushing for policy to change, and *even* if you expect can-looting to eventually be illegal and punishable by being sealed in a pod in the Great Wildlands with the Spice Girls blaring on autorepeat... you *know* anyone can come take it now, and without penalty.
In the real world stealing *is* illegal. Do you leave your doors unlocked?
What y'all are doing now is running naked through Central Park with $500 stapled to your face and then complaining about being mugged. You KNOW there are looters. You KNOW it is not currently considered theft. You KNOW this, MAAAAAAN! Yet still you persist and act surprised when people take advantage of your stubbornness. I don't get it.
What *does* disturb me, and points out the uselessness of CONCORD further, is the alert I heard last night about certain bored idiots attacking the mining drones of various people, then warping out just as CONCORD arrived, apparently having learned to time it well (one more reason for a variance in arrival). It seems like if you splash a friend accidentially, CONCORD ganks you - if while fighting a known and wanted criminal you chip a paint flake off a station, CONCORD ganks you; but if some idiot comes and blows up your stuff, CONCORD shows up and looks cool.
Can you tell I'm not impressed with CONCORD?
